Is it time for me to get a new laptop?

My laptop (its an hp pavilion entertainment pc) is only around 4 years old, the battery only lasts around 20 minutes unplugged (i know i need a knew battery) it is slow all the time (there are no virus') and it rarely reads cd's in the disc drive, should i spend money on fixing these things or am i better off just getting a new computer?
