What's the point of having a Raw GM?

Smackdown has had Teddy Long and Vickie Guerrero running the show for a long *** time. Raw has had Stephanie McMahon, Shane McMahon, William Regal, Mike Adamle, Bret Hart, and now an annoying laptop. They can't hold on to a GM for crap.
