Computer help please?

Ok so i haver this old computer with tons of files deleted in the recycle bin, The computer doesnt start up, when it used to it had no icons or anything on the front, no bar on the bottem, it was just the background and the mouse sometimes didnt even show up. But the files are still somewhere in the pc otherwise it wouldnt be so slow. SO there has to be a way to get them back, how? IA AM getting a new windows 7laptop and i would like my personal files back after a few years of losing them. THERE must be a way. Um guys, all good suggestions but I want a way to get all the files , including the deleted ones into just one giant folder or something and be able to access and open them and all on my new windows 7 laptop. so..what do i do, and I don't want to hire someone. OH and i cant realy fix the computer because im 16 and dont want to hire anyone...so PLEASE theres gotta be a way.
